Taking eye care to the needy
ITANAGAR, Nov 28: Karuna Trust along with District Blindness Control Societies of Pasighat and Roing organised a free screening cum surgical camp from Nov 24 to 26 in association with Ramakrishna Mission hospital, Itanagar. More than 500 patients were screened in Anpum and Borguli areas and 206 spectacles were dispensed.
37 cataract cases were operated in General Hospital, Pasighat and 2 other minor surgeries were performed free of cost by Dr Lobsang Tsetim and Dr Beauty Borang and their team. All 37 cataracts were operated by small incision procedure with intraocular lens implantation.
The camp was inaugurated by and village Gaon Bura Ritson Perme. Zila Parishad Member, Kaling Pertin appreciated the role of Karuna Trust who has been running Primary Health Centre, Anpum.
Karuna Trust is one of the recognized NGOs based at Bangalore and has been running total 11 primary Health centres in Arunachal Pradesh under public private partnership model since 2006 and at present has 240 staffs working in remote areas of Arunachal Pradesh.
The state government has set a target of 3500 cataract surgeries this year and in previous years it has not been able to achieve the target. Hence more emphasis is being given to outreach surgical eye camps.
Cataract is the major cause of avoidable blindness and has a great social and economic impact as the blind person neither can work nor is accepted well in the society.
It is the aim of Ramakrishna Mission Hospital, Itanagar to eliminate blindness in the state and make these patients independent and contributing member in the society. Ramakrishna Mission Hospital is the only NGO hospital working in Eye care and it has been the aim of the hospital to take eye care services at the doorsteps of the people through such approaches. The hospital is being funded by Light for the World, Austria in its community eye care services.

District level monitoring committee meet held
YINGKIONG, Nov 28: The District Level Monitoring Committee Meeting on ICDS was held at Yingkiong on the Nov 27 last under the chairmanship of the Deputy Commissioner, Yingkiong Dr. Tariq Thomas, IAS .
Dr Thomas stressed on proper implementation and functioning of the anganwadi centres being the basis for initial development of a child and impressed upon the ICDS functionaries to conduct proper monitoring of the centres.

Mock drill for schools

A Hq without connectivity

Through your esteemed daily, I on behalf of people of Giba EAC H/Q would like to appeal for establishment of BSNL tower and staff quarter at Giba.
Firstly, Giba EAC H/Q is oldest of its kind in Upper Subansiri. But PHC Giba has remained defunct due to non availability of staff quarter. Last year one doctor was transferred after the long demand by the public. Later we came to know that he refused to serve because there is no staff quarter.
Secondly, Giba EAC H/Q has two thousand people but there is no mobile connectivity. Thereby staffs of various departments of Giba EAC and general public are facing acute problems. It must be the only EAC H/Q which has no mobile connectivity.
We have also submitted memorandums to the concern authorities but there has been no necessary action so far.

The woes of SSA teachers
Dear Editor,
Almost every day we see some news about SSA teachers. Despite the irritation, I am writing something relevant about SSA teachers.
We all are acquainted that some days back few SSA teachers were terminated and imposed fine for remaining absent from duty. I guess it is being appreciated by all the section of the societies.
But the backdrop of my argument is that, did the authority ever tried to understand the situation of the SSA teachers, who hadn’t been paid salaries for months? Because of non disbursement of salaries on regular basis they have been trapped in debt burden. They are borrowing money from the market at exorbitant rate of interest. I must say it is a kind of torture being meted out to these teachers who are staying far away from their domicile places.
It is also confirmed that Salary for One month has been given to senior batch SSA teachers. What about those who got recruited in July' 2014? Five long months have passed and they are waiting for salary. How can anybody stay without a penny? In such a situation what does the authority have done? The District Project Officer need to pursue the matter at the higher level rather than issuing termination letters or imposing fine.
I can understand that there may be some administrative reasons which are rendering it impossible to pay the salaries of the teachers regularly. If it is so I would like to suggest the Education department to transfer and post the SSA teachers to their native places. At least there they would not have that much of hardship for survival. And as a result this would obviously solve the tussle for salaries to great extent.

Adopt measures to tackle delay
As per the recent media report quoting DoNER Minister Dr Jitendra Singh, at least
708 developmental projects in the North East has suffered delays. Admitting that
there has been delay in a number of projects, Minister DoNER is believed to have
said that there are actually 555 projects under the Non-
Often development projects moves in snail pace in the NE region and citizens are the worst sufferer in such situation. This admission by DoNER minister has come in right time. However the big question is how to overcome such situation in the future? Minister has talked about convening meeting of the MPs of NE region and also to hold meeting of NEC soon to discuss the matter. The meeting supposedly will be attended by Chief Ministers and Governors of NE states. But there need to be follow up action and it should not just limit to holding of the meetings. Central funding agencies should keep a tap of the developmental projects funded by them. Proper coordination should be developed between state government and funding agencies. Also no funds should be released until utilization certificates are submitted regularly. Unless such measures are adopted things will not change.

State Planning Board meeting held
Planning process needs a paradigm shift: CM
ITANAGAR, Nov 28: The planning process to be adopted from this year will need a paradigm shift in order to adapt to the new plans and programme of Govt. of India, said Chief Minister Nabam Tuki while chairing the State Planning Board (SPB) meeting here today.
The Chief Minister, while explaining the reason behind the delay in holding the SPB meeting this year due to structural and operational changes in the Planning Commission, informed that from current financial year, all the Centrally sponsored schemes and Central Sector schemes will be an integral part of the State’s Annual Plan. Hence, he said, there is a need to give more emphasis on the convergence and dovetailing of Central and State schemes for better synergy and coordination to ensure optimum utilization of available resources.

All the power developers who have signed hydropower MoUs in Tawang river basin were present as well as officials of Power and Environment and Forest Departments.

It is crucial that the Tawang river basin study is made public at the earliest for feedback and a public hearing held in the Tawang region for the local populace.
KCUYA demand justice for late Changong Ngaimong
ITANAGAR, Nov 28: The Kharsang Circle Unemployed Youth Association (KCUYA) has demanded justice for Changong Ngaimong (Case no. JRP/PS/19/2014) alleging that he died under police custody at PS Jairampur.
‘…There were many loopholes which are unjustifiable. The accused was arrested by 42 Assam Rifles Jairampur on May 14 this year during the evening time with Hanglem Sangwal and Raja Sarkar at Assam Rifles check gate. Ironically, Raja Sarkar who was also apprehended along with the accused by the Assam Rifles is missing from the whole scenario related with the above case. Whereas, his name should have been mentioned in the FIR report lodged by the Assam Rifles. This clearly indicates the false fabrication and conspiracy plotted by people with vested interests of 42 AR,’ the letter submitted to the Home Minister read.
As per FIR lodged by Maj. Ankur Sharma of 42 AR, it was mentioned that one 7.65 mm pistol (US made), 5no. Live rounds and 110 gm opium cloth was recovered from the accused whereas; it was done without prior consent and signature by the accused as he has denied possession of any such weapons and opium. The accused was inhumanely tortured by the AR personnel, it said.
Moreover, the grave concern is upon the custodial death of the accused. While the accused was under police custody, he was curtailed from 'Right to Life' by depriving him from basic health care facilities. This clearly shows callousness made by the police officers which led to the death of an accused.
When the MO, CHC Jairampur on 13 September 2014 referred the accused to Civil Hospital Margherita after diagnosing the critical health condition then why did not the OC/IO take prior action with the Judicial Magistrate to save his life? The accused succumbed to his injuries on September 17. Under such critical health conditions after getting referred from Medical Officer, the judicial magistrate should have acted early to save the accused life by providing police escort. Hence, this clearly reflects inefficiency and bias of the system in Changlang district. This is a gross violation of Human Rights,’ the letter further added seeking compensation for the poor family members of the deceased and stringent action against the erring police officers.
The association also sought action against officers of 42 Assam Rifles for fabrication of facts and criminal conspiracy.

It can also lay claim to one of the tallest statues of Buddha in the area.

EMPONG MONASTERY, EMPONG: Empong monastery is considered by the local people as 'Ti Met' (holy place) as it is believed that the statue installed in there has special powers. The story goes that long time ago an innocent villager sometimes used the statue of Lord Buddha as guard to keep an eye on the rice grains drying in the sun and drive the birds away. It was noticed that whenever this was done, no birds came near to feed on the rice grains and the rick stock remained intact. A visitor to the village noticed this, considered it to be the miraculous workings of the statue, brought it back and installed it in the Empong monastery. Believers visit the place to have their wishes fulfilled and hundreds flock here during the Sangken Festival every year.
The sleepy village of Empong under Chongkham circle has another draw to it. It is believed that childless couples come here to the monastery to pray for their wishes and have had it fulfilled.
MONASTERY,PHANENG: It is believed that in the monastery here is kept a religious book (LEK) that bleeds when its pages are turned. The story goes that a great devotee wrote the book putting his heart and soul into writing it and so the book was personified and blood drips from its pages when turned. Now the book is never opened in order not to cause it pain. People come here to offer cloth covers (OM LEK) for the book and to pray for their wishes to be fulfilled offering flowers, lighted candles and incense.
Other places that can be accessed from the Namsai district but located in the nearby Lohit district are:
PARSHURAM KUND: Parshuram kund is situated in the lower reaches to the River Lohit. It is a religious place visited by people from all over the country during the Makar Shankranti day for a holy dip. Common belief of the people is that a dip on the day in the kund washes away one's sins. As recorded in the Kalika Purana that it was here the sage Parasuram washed away his sin of matricide. Religious people, saints come to this kund on Makarsakranti which falls on the 14th January every year.

Takit Miyu is a well known progressive farmer (horticulturist) of Gobuk village. Takit, son of Late Ansing Miyu and Late Tikem Miyu, by dint of hard work, perseverance and amply supported by then Deputy Commissioner L Borang and present District Horticulture Officer (DHO) L Ering has attained the status of a successful horticulturist.
Takit gave up his school education after he was orphaned at a young age. He then entered into active politics and involved in several organizations before he became a Panchayat member of the village. He did some petty contract works in various government departments to earn livelihood.
Having realized that contract work would not help him earn livelihood anymore for his entire family as there was no assured income in such type of works.
He, finally, decided to take up horticulture as means of livelihood. He started cultivation
of Orange, Kiwi and Cardamom. Step by step he extended his plantation area and introduced
cultivation of Large Cardamom in his field in 2011-
His first year income from Large Cardamom this year was around Rs. 5 Lakhs.
He has four well maintained gardens-
Miyu is now self sufficient and self reliant.
He says: “More and more farmers would take up horticulture in a big way if the state government provides loans to the interested farmers and allocate some fund to the district authority for providing fencing materials and seedlings.”

Workshop on ornamental fish breeding
Arunachal rich with 90 ornamental fish species

Attending the workshop as resource person, Dr. Kento Kadu, Assistant Professor of Zoology department, Jawaharlal Nehru College, Pasighat gave a power point presentation on ornamental fish that are found in the state. There are 90 different species of ornamental fish available in various rivers and rivulets of the district with distinctive colours, informed Dr. Kadu. If nurtured and promoted in proper ways the ornamental fish will surely have huge demand in the market, he said.
MPEDA Guwahati zonal office Assistant, Director V V Raju briefed about various financial assistance for ornamental fish breeding and marketing under the MPEDA schemes. Under the scheme one may avail the maximum financial assistance of Rs.75000 for Grade I Unit, Rs. 2 lakh for Grade II and Rs. 7.5 lakh for Grade III unit, informed Raju. However, he clarified that all financial assistance will be provided only after proper verification and start of the unit.
DFDO M. Kadu also spoke at length about the importance of taking up ornamental fish breeding and rearing as vital source of income for farmers and unemployed educated youths of the district.

When enquired by this correspondent whether the genuine beneficiaries will be awarded the assistance unlike in the previous cases where some beneficiaries had drawn the money without actually digging the fish ponds and sheds, DFDO Kadu said that no compromises will be made under him and the same was rued by Assistant Director MPEDA V V Raju.
In an earlier case, there was some instances of farmers drawing the money under the state scheme without digging the fish ponds, and ridiculously found showing the photographs of other farmers’ existing ponds, which wouldn't have occurred without the nexus between bogus beneficiaries and corrupt officers.
In the workshop many farmers from various parts of the district and some college going students attended to gain the first hand knowledge on rearing of ornamental fishes.
Job Mela for West and Upper Siang
AALO, Nov 28: The Job Mela for West and Upper Siang got underway at Gumin Kiin amid fanfare today. Twelve Vocational Service Providers from different parts of the country are participating in the Mela to select competent unemployed youth from the two districts to train them in different trades.
Speaking on the occasion, the West Siang ADC Tamik Talom exhorted the youth to take advantage of the Mela to choose trades of their interests to be self employed. The past instances of coming back after selection, is a negative trend and loss to state exchequer as Govt. is pumping huge amount of money for such welfare venture. We should look out for self dependence avenues as Govt cannot provide jobs to all unemployed youth of the state, he said.
Spelling out the aims and objects of the meeting, Gomar Angu, DDI and Member Secretary of Mela disclosed that the event is being organized to accelerate job opportunities to school dropouts and unemployed youths in different trades.
Govt has signed MOU with 35 VTPS for rendering services to locate one lakh youths under the 12th Five Year Plan.
Marme Kato Loya, DDI Upper Siang also urged the youths to complete the training in their chosen fields seriously to spread their works in our own state.

Polytechnic Namsai hostel blocks inaugurated
ITANAGAR, Nov 28: Boys and Girls hostel blocks of Govt. Polytechnic College Namsai were inaugurated by Takam Pario, Minister PHE & WS and Tapang Taloh, Minister Education respectively yesterday.
These two hostel blocks were sanctioned by Govt. in the year 2011 under Directorate of Higher and Technical Education, Govt. of Arunachal Pradesh as one of the components of the Project.
The RCC double storied boy’s hostel block has intake capacity of 90 students and the RCC double storied girl’s hostel block has intake capacity of 50 students. Both the hostel blocks were executed by PHE & WS Division Namsai along with other infrastructures of the sanctioned project.
Joram Begi, Retired Director Higher & Technical Education attending the inaugural function interacted with first batch students of the College. He exhorted that students must imbibe self discipline to excel in study and life.
He was highly impressed by the quality of all works of the project executed by PHE & WS Division Namsai, executing agency of the project and expressed his appreciation to the engineers involved in successful completion of the project which has enabled the Higher and Technical Education Department to accommodate the students from Roing Polytechnic College in the Namsai Polytechnic College to start their first batch of academic session on time.
