DGP conference begins today

ITANAGAR, Nov 28:  The Union Minister of Home Affairs Rajnath Singh will tomorrow inaugurate the Director Generals of Police National Conference at the Administrative Staff College, Guwahati. On Sunday, Prime Minister Narendra Modi will also be addressing the conference.

Also tomorrow evening the Prime Minister will flag off the first train service from Mendipathar to Guwahati by remote at Maligaon Railway Station, Guwahati. Further he will unveil the plaque for new rail line from Bhairabi to Salrang (Mizoram). The PM Modi will also be the chief guest to inaugurate the celebration of the completion of 75 years of the English Newspaper The Assam Tribune.(PIB)

 

IMC to start house marking

ITANAGAR, Nov 28: Capital Complex Itanagar Municipal Council has decided to begin house marking for proper identification of houses. IMC also resolved to discourage bamboo plantation around government quarters to avoid health hazards during monsoon. It further cautioned unauthorised earth-cutting within the Capital. It also issued a notice to mobile service providers directing to obtain no objection certificate from IMC office to regulate their old and new mobile towers.

 

Swachh Bharat : Rijiju nominates 9 prominent figures

ITANAGAR, Nov 28: Kiren Rijiju, Minister of State for Home Affairs has nominated nine notable public figures of Arunachal to join hand and spread awareness on cleanliness and make “Swachh Bharat” a people movement in his constituency. The nominated public figures are social workers Hoksum Ori, Rago Duchok and Tashi Bapu (Grammy Nominee), journalist Taro Chatung, singers Marto Kamdak, Nabam Yal, sportspersons Yukar Sibi and Anshu Jamshepa and academician  Prof. Tana Soren.

Minister has expressed firm belief that the partnership of these prominent public figures, known for their commitment to social cause, in the “Swachh Bharat campaign” will give a boost and contribute to success of the campaign. Their participation will ensure public participation. He has also made an appeal to all to contribute in their own way in making the campaign successful and thereby making our cities and towns beautiful.

 

Govt. notification on temporary dist HQs opposed

ITANAGAR, Nov 28: The Siang District Headquarter Demand Committee of 35th Boleng and 32nd Rumgong Assembly Constituency in an emergency meeting has rejected the notification issued by the Govt. of Arunachal Pradesh declaring Pangin Town as temporary headquarters of the proposed Siang District until construction of permanent structure at Nyobo (Parang- Lampang). The committee organized protest rally against the Govt decision from PWD IB Boleng and to ADC office Boleng. Later, they submitted a memorandum to ADC opposing the govt. decision.

 

Legal awareness campaign at K/Kumey

ITANAGAR, Nov 28: The district legal service authority Kurung Kumey district conducted a week long legal service awareness programme in four sub-divisions of the district. On 24th of this month it was held at Palin followed by 26th at Nyapin, 27th Sangram and it concluded today at Koloriang.

The public, senior citizen, elected PR members, local HODs and school children participated in the awareness programme. The main focus of the programme was to highlight the duty and responsibility of district legal service authority and benefit of Lok Adalat. Apart from DLSA and Lok Adalat, the topic of legal procedures in filling FIR, investigation, arrest, bail, charge sheet and regular court proceedings were educated to the participant.

Interaction session and cultural programme were also witnessed during the weeklong event. (DIPRO)

 

Free computer coaching centre inaugurated

YINGKIONG, Nov 28: Free Computer Coaching Centre was inaugurated by Upper Siang District Deputy Commissioner Dr. Tariq Thomas.

Addressing the inaugural function organized by the Seva-Bharati, Yingkiong Upper Siang district, Dr. Tariq Thomas appreciated the initiative of Seva-Bharati. There should be self-reliance and Self-Help among the people of the society. He also appealed to the public to co-operate in the eradication of evils like having alcohol, tobacco and smoking etc.

While participating in the programmes Talem Mize, State Joint secretary RSS explained the role of Seva-Bharati and its functioning like free-education, health and handicrafts etc. He also urged the public to take maximum benefit from the programmes.

Awareness rally on social evils held at Seppa

ITANAGAR, Nov 28: A special awareness rally on social evils was carried out by NCCs (JD/JW) and teaching staffs on the eve of annual NCC Rising Day celebration at Govt Higher Secondary School, Seppa on November 22 last. The rally was organized under the guidance of Jarjo Sono Yangfo, Vice-Principal of the said school within the Seppa Township. The motive behind the rally was to inculcate awareness to the people on social evils prevailing in the society like alcoholism, polygamy, early marriage, gambling etc.

Co-curricular activities like extempore speech, essay competition on (Bal Swachchta Mission) and Games & Sports activities were held from 22nd to 24th November. The NCCs (JW/JD) displayed drill and March pass at school ground on 25th November.  Principal GHSS Babom Bam while hoisting the flag said, “Cadets should inspire discipline and unity among the students in school”. He informed that cadets can opt NCC as optional paper in the CBSE Syllabus. CTO NCC Taje Cheke extended gratitude to the NCC cadets and teaching community for their active participation. Taking eye care to the needy

ITANAGAR, Nov 28: Karuna Trust along with District Blindness Control Societies of Pasighat and Roing organised a free screening cum surgical camp from Nov 24 to 26 in association with Ramakrishna Mission hospital, Itanagar. More than 500 patients were screened in Anpum and Borguli areas and 206 spectacles were dispensed.

37 cataract cases were operated in General Hospital, Pasighat and 2 other minor surgeries were performed free of cost by Dr Lobsang Tsetim and Dr Beauty Borang and their team. All 37 cataracts were operated by small incision procedure with intraocular lens implantation.

The camp was inaugurated by and village Gaon Bura Ritson Perme. Zila Parishad Member, Kaling Pertin appreciated the role of Karuna Trust who has been running Primary Health Centre, Anpum.

Karuna Trust is one of the recognized NGOs based at Bangalore and has been running total 11 primary Health centres in Arunachal Pradesh under public private partnership model since 2006 and at present has 240 staffs working in remote areas of Arunachal Pradesh.

The state government has set a target of 3500 cataract surgeries this year and in previous years it has not been able to achieve the target. Hence more emphasis is being given to outreach surgical eye camps.

Cataract is the major cause of avoidable blindness and has a great social and economic impact as the blind person neither can work nor is accepted well in the society.  

It is the aim of Ramakrishna Mission Hospital, Itanagar to eliminate blindness in the state and make these patients independent and contributing member in the society. Ramakrishna Mission Hospital is the only NGO hospital working in Eye care and it has been the aim of the hospital to take eye care services at the doorsteps of the people through such approaches. The hospital is being funded by Light for the World, Austria in its community eye care services.

 

Pampoli observes Technology Week

SEPPA, Nov 28: The technology week being conducted by Krishi Vigyan Kendra (KVK) is underway at its demonstration farm, Pompoli, East Kameng.

On Nov 27, DC Sandeep Kumar Singh while interacting with the trainees urged them to take advantage of the training and equipped themselves on technical know-how for better earning and higher production. He advised the trainees to make proper use of the available potential land with application of modern technologies.

On Nov 26, SDO (Sadar) Tapar Pada highlighted the contribution of farming community for the progress and prosperity of the state and nation. While sharing his experiences in agriculture and allied sector, he said that agriculture is the backbone of a state like Arunachal Pradesh. He appealed the farming community of the district to pay emphasis on rubber plantation and other timber which are not only remunerative but also a way to protect nature.

Later, he inaugurated the exhibition stalls of Textile & Handicrafts, Veterinary & Animal Husbandry, Self Help Group and 12 progressive farmers and also released newsletter of KVK.

ZPM Dadi Rimo who is also a progressive farmer said that the people of Pompoli area are hardworking and that there is enough land for agriculture and horticulture activities but lack the knowledge of modern technologies. He appealed to the farmers of the area to make use of the KVK programme to improve the technical know-how of farming. While lauding the activities of KVK, he urged the line departments to works as a team.

Programme Coordinator, KVK Dr S.Borthakur stressed on the need to adopt integrated farming system. He sought the support and co-ordination of the public in KVK’s endeavor to bring about desirable charges in the agricultural scenario of the district. DIPRO

 

 

Refresher training

ITANAGAR, Nov 28: The Arunachalee trainees of Orion Edutech, Kolkata undergoing Govt sponsored skill training in Beauty Culture, Hospitality and Travel & Tourism were provided Refresher Training cum Mid-Term Counselling Course at DLF New Town, Kolkata today.

The Refresher Counselling Programme, an initiative of Don Bosco Youth Centre, Itanagar was aimed at enabling the candidates to evaluate themselves on both  personal and professional levels and deal with  sessions on topics such as A Close Look at Myself, Self Discipline, Time Management and Addictive Habits.

The programme also gave an opportunity for interested trainees to get personal counselling and resolve certain issues at a deeper level and thus avoid the danger of slipping into habits and tendencies detrimental to self-growth. It also enabled the trainers of Orion Edutech to acquaint themselves with better ways of dealing with Arunachalee and North-East youth effectively.  

The trainees were reminded to take special care of their safety and keep away from entering into unhealthy relationships which can only make one feel sorry for oneself in the long run.  

In the evaluation session at the close of the programme, the trainees expressed great satisfaction on all aspects of training at Orion Edutech including food and accommodation.

The trainees, who will complete training in January 2015 will be placed in reputed companies such as Naturals, Jawed Habibs, Club Side Tour and Travels, Bhutan Holidays, Royal Orchid Resorts and Spa, Ginger Hotels and ITC Group of Hotels, according an Orion Edutech release.

 

District level monitoring committee meet held

YINGKIONG,  Nov 28: The District Level Monitoring Committee Meeting on ICDS was held at Yingkiong on the Nov 27 last under the chairmanship of the Deputy Commissioner, Yingkiong Dr. Tariq Thomas, IAS .

Dr Thomas stressed on proper implementation and functioning of the anganwadi centres being the basis for initial development of a child and impressed upon the ICDS functionaries to conduct proper monitoring of the centres.

DD (ICDS) C.Tangjang gave a power point presentation of the ICDS and other related schemes of the department and cited about constraints faced by the them while implementing schemes.

 

Mock drill for schools

Tezu, Nov.28: DDMA Namsai in collaboration with District Disaster Management Authority Lohit and Education department covered 35 schools of Namsai district under National School Safety Programme.

A team consisting of district level master trainers and resource persons and BEOs visited 35 selected schools in Chongkham, Namsai and Lekang blocks under Namsai district from Nov 11 last. The team conducted mock drills on earthquake, flood and fire safety in all the selected schools.

School safety pamphlets, posters and calendars were distributed to all the covered schools. Besides school Disaster Management First Aid Kits under NSSP were also handed over to the concerned school authorities Emphasis was given on disaster situation like earthquake, flood, fire accident in schools as suggested by R K Sharma, Namsai Deputy Commissioner cum Chairman DDMA Namsai, informed Damchin Norbu, DDMO Lohit District.

To generate maximum awareness on school and student safety especially on earthquake, flood and fire Emily Tingkhatra, DDMO in-charge Namsai district suggested that the selected school make school safety activities and mock drill as a regular activity in the school. She also requested the school authorities to prepare School Safety Plan.

Resource Persons Joseph Pertin and Jogin Tamai advised the students to share the knowledge gained from the mock drill and other activities to their family, friends and villagers. They also suggested that the school authorities can conduct essay or painting competition among the children in schools on ‘School Safety’ for their active involvement on the subject. (DIPRO)

We are yet to get our stipend

Dear Editor,

Through your esteemed daily, we would like to inform you that our stipends have not been provided to us till today by the State Govt for 2013-14 sessions.

We have submitted all the relevant documents using the online form, but because of  some mismanagement by the officials, the authority has rejected our claims without proper scrutiny of our submitted documents. When we sent our parents to enquire, the official told them that the rejections were made only because of non-submission of the relevant documents, whereas we have submitted the documents sought. So we feel that this is an injustice to us because we are dependent on it for many valuable purposes. And so we are still waiting to get our stipend.

We would also like to request the AAPSU to take necessary initiative for us because we are poor students pursuing education outside the state.

We feel that this is the right time for AAPSU to render their valuable services for the cause of the student community of the state.

A Hq without connectivity

Dear Editor,

Through your esteemed daily, I on behalf of people of Giba EAC H/Q would like to appeal for establishment of BSNL tower and staff quarter at Giba.

Firstly, Giba EAC H/Q is oldest of its kind in Upper Subansiri. But PHC Giba has remained defunct due to non availability of staff quarter. Last year one doctor was transferred after the long demand by the public. Later we came to know that he refused to serve because there is no staff quarter.  

Secondly, Giba EAC H/Q has two thousand people but there is no mobile connectivity. Thereby staffs of various departments of Giba EAC and general public are facing acute problems. It must be the only EAC H/Q which has no mobile connectivity.

We have also submitted memorandums to the concern authorities but there has been no necessary action so far.

The woes of SSA teachers  

Dear Editor,

Almost every day we see some news about SSA teachers. Despite the irritation, I am writing something relevant about SSA teachers.

We all are acquainted that some days back few SSA teachers were terminated and imposed fine for remaining absent from duty. I guess it is being appreciated by all the section of the societies.

But the backdrop of my argument is that, did the authority ever tried to understand the situation of the SSA teachers, who hadn’t been paid salaries for months? Because of non disbursement of salaries on regular basis they have been trapped in debt burden. They are borrowing money from the market at exorbitant rate of interest. I must say it is a kind of torture being meted out to these teachers who are staying far away from their domicile places.

It is also confirmed that Salary for One month has been given to senior batch SSA teachers. What about those who got recruited in July' 2014? Five long months have passed and they are waiting for salary. How can anybody stay without a penny? In such a situation what does the authority have done? The District Project Officer need to pursue the matter at the higher level rather than issuing termination letters or imposing fine.

I can understand that there may be some administrative reasons which are rendering it impossible to pay the salaries of the teachers regularly. If it is so I would like to suggest the Education department to transfer and post the SSA teachers to their native places. At least there they would not have that much of hardship for survival. And as a result this would obviously solve the tussle for salaries to great extent.

An open letter to CM

Dear Editor,

We on behalf of Siang District Youth Association (SDYA) would like to bring to your kind notice regarding the declaration of district head quarter of recently created Siang district.

Firstly, the people of 32nd and 35th (ST) Assembly Constituencies are grateful to your leadership for fulfilling our long felt demand.

Two numbers of committees were set up to verify the most feasible location for headquarter of Siang District namely, Siang District Selection Committee (SDSC) and Siang District Re-Organization Intellectual Forum (SDRIF) under the recommendation of both the MLAs of 32nd and 35th assembly constituencies. And as a result, after detailed verification, the committee found Boleng to be the most feasible location geographically, demographically, socially and economically. The same was recommended as headquarter of Siang district to which, both the MLAs agreed with the committee’s recommendation. Further, satisfied with the decision, the general public was waiting for the early declaration of Siang district with its headquarter at Boleng as it was in the greater interest of the people.

But through reliable sources it has come to the knowledge of the public that the incumbent MLA of 35th Pangin assembly constituency is trying to change the proposed headquarter (Boleng) of Siang district to his desired place which is against the will of the people.

Therefore, we humbly request the concerned authority to act in the greater interest of common public by not undermining the two committee’s recommendation in order to maintain peace and harmony among citizens of both the constituencies.

Roads and bureaucracy

Dear Editor,

The Aalo town is going to be blessed with new roads in the township area. Bad news for the profit-motive contractors is that this time the public do not want to compromise with the quality of the road. It is an eternity after the Deputy Commissioners like Janak Juneja, Paitandy who were all from mainland that this time a Tribal DC has decided, "Enough is enough".

Eviction drive is going on in full swing sparing none and even the affected proprietors are cooperating with the administration. Then it is up to the people of the area to use the gifted road judiciously else how many generations of elected representatives will it take again and whether such Deputy Commissioner will be available then, no one knows.

Adopt measures to tackle delay

As per the recent media report quoting DoNER Minister Dr Jitendra Singh, at least 708 developmental projects in the North East has suffered delays. Admitting that there has been delay in a number of projects, Minister DoNER is believed to have said that there are actually 555 projects under the Non-Lapsable Central Pool of Resources and 153 projects under North Eastern Council (NE), which were delayed. The reasons for the delay are numerous. One of the major problems for the delay is mostly procedural. Sometimes, there is delay in the utilization of funds by the States.

Often development projects moves in snail pace in the NE region and citizens are the worst sufferer in such situation.  This admission by DoNER minister has come in right time. However the big question is how to overcome such situation in the future? Minister has talked about convening meeting of the MPs of NE region and also to hold meeting of NEC soon to discuss the matter. The meeting supposedly will be attended by Chief Ministers and Governors of NE states. But there need to be follow up action and it should not just limit to holding of the meetings. Central funding agencies should keep a tap of the developmental projects funded by them. Proper coordination should be developed between state government and funding agencies. Also no funds should be released until utilization certificates are submitted regularly. Unless such measures are adopted things will not change.

State Planning Board meeting held

Planning process needs a paradigm shift: CM

ITANAGAR, Nov 28: The planning process to be adopted from this year will need a paradigm shift in order to adapt to the new plans and programme of Govt. of India, said Chief Minister Nabam Tuki while chairing the State Planning Board (SPB) meeting here today.

The Chief Minister, while explaining the reason behind the delay in holding the SPB meeting this year due to structural and operational changes in the Planning Commission, informed that from current financial year, all the Centrally sponsored schemes and Central Sector schemes will be an integral part of the State’s Annual Plan. Hence, he said, there is a need to give more emphasis on the convergence and dovetailing of Central and State schemes for better synergy and coordination to ensure optimum utilization of available resources.

He urged upon all departments to work hard and complete all on-going projects and submit utilization certificates at the earliest for availing maximum central grant. The Chief Minister while reiterating the State Government’s commitment to give priority to the health and education sector, committed to implement all the flagship programmes as announced by the State Government in the Budget session. The Chief Minister also assured that the State Government will continue to give priority to the potential sectors of tourism and agriculture and allied sectors for creating sustainable development. Skill development and PPP are other areas of focus of the State Government for creating self employment opportunities for the unemployed youth.

Chief Secretary Ramesh Negi advised all the departments to cut down the administrative costs so that maximum resources could be utilised for developmental purposes. He also asked the concerned departments to take all necessary steps to enhance revenue generation to add to the State’s own resources.

Earlier, Secretary (Planning) Sonam Chombay informed that the Planning Commission has indicated a tentative plan outlay of Rs. 4915.00 Crore for Arunachal Pradesh-2014-15 (including CSSs, which is step up of about 32.83% over last Annual Plan 2013-2014). Chombay also explained the background and proposed steps to be taken up in the Annual Plan of this year through a power point presentation and informed that henceforth, funding to the departments will be performance based.

The meeting was attended among others by the Speaker, Deputy Speaker, all the ministers, a number of Parliamentary Secretaries, Commissioners, Secretaries and Heads of Departments.

The Ministers and Parliamentary Secretaries along with their respective HoDs appraised the progress and status of schemes, their administrative setups and projected the requirements. DIPR

 

 

Govt. yet to make NEHU report on

Tawang Basin public

HEPs 2500 M above sea level should not be taken up: Study

ITANAGAR, Nov 28:  The Government of Arunachal Pradesh which had commissioned North Eastern Hill University(NEHU )  to conduct a study in Tawang Basin, to assess the impact of thirteen hydro-electric projects planned, is yet to make the report public. NEHU submitted the report in September 2014. The report has also not yet been placed before the Forest Advisory Committee of the MoEFCC for review.

Interestingly, the report was circulated to power developers at a meeting chaired by the Chief Secretary which was held in Itanagar on Thursday, Nov 27th to discuss the findings of the Tawang river basin study. All the power developers who have signed hydropower MoUs in Tawang river basin were present as well as officials of Power and Environment and Forest Departments.

The Arunachal Times has sourced a copy of the yet to be made public report. While considering the accordance of forest clearance for Tawang-I and Tawang-II projects of NHPC, the Forest Advisory Committee (FAC) of the Ministry of Environment and Forests, Government of India desired that the Government of Arunachal Pradesh should conduct a study on Tawang river basin.

This study had to be completed before hydropower projects in the Tawang river basin are considered for final forest clearance.

In its report NEHU has recommended that hydropower projects above 2500 metres above sea level should not be taken up in Tawang Basin.

Under this criterion, Tsa Chu I, Tsa Chu I Lower, Tsa Chu II, Thingbu Chu and New Melling cannot be implemented. (See Table)

However, micro-hydel projects may be allowed subject to fulfilling of other conditions, the report adds.

The report also emphasizes the importance of conserving the wintering habitat of Black-necked crane, a threatened bird considered sacred by the local. The wintering habitat of the Black-necked crane at Zemithang is directly impacted by the proposed 780 MW Nyamjang Chu project.

No human population or habitation will be displaced due to implementation of the proposed HEP projects since all the projects are run-of-the-river schemes, and do not involve the creation of reservoir, the report states. However, the unique biodiversity, undisturbed high forests, and rich cultural diversity of Tawang river basin will be affected if these projects are implemented. The destruction of habitats of the threatened and endemic flora and fauna of the basin may have detrimental impact on already dwindling populations of these floral and faunal elements, the report adds.

The river basin would have at least 66% of its total geographical area under forest cover.

At least 50 percent of the main river length should be free-flowing i.e., free from any projects, the report adds.

Being thinly populated, with a total population of around 49000, the influx of population in Tawang river basin at any given point of time would not exceed 33% of the original local population i.e. 65,000, the study suggest.

Meanwhile, the report further add that Detailed Project Reports (DPR) for 7 projects viz. Nyamjangchu, Tawang I, Tawang II, Mago Chu, Nyikrangchu, Rho, and New Melling have been prepared. In those projects for which DPRs are not available, the locations of barrage and power house sites, given by the department of power were considered while undertaking the study.

The EIA/EMP Nyamjangchu, Tawang I and Tawang II have been cleared by Ministry of Environment and Forests (MoEF).

It is crucial that the Tawang river basin study is made public at the earliest for feedback and a public hearing held in the Tawang region for the local populace.

 

 

KCUYA demand justice for late Changong Ngaimong

ITANAGAR, Nov 28: The Kharsang Circle Unemployed Youth Association (KCUYA) has demanded justice for Changong Ngaimong (Case no. JRP/PS/19/2014) alleging that he died under police custody at PS Jairampur.

‘…There were many loopholes which are unjustifiable. The accused was arrested by 42 Assam Rifles Jairampur on May 14 this year during the evening time with Hanglem Sangwal and Raja Sarkar at Assam Rifles check gate. Ironically, Raja Sarkar who was also apprehended along with the accused by the Assam Rifles is missing from the whole scenario related with the above case. Whereas, his name should have been mentioned in the FIR report lodged by the Assam Rifles. This clearly indicates the false fabrication and conspiracy plotted by people with vested interests of 42 AR,’ the letter submitted to the Home Minister read.

As per FIR lodged by Maj. Ankur Sharma of 42 AR, it was mentioned that one 7.65 mm pistol (US made), 5no. Live rounds and 110 gm opium cloth was recovered from the accused whereas; it was done without prior consent and signature by the accused as he has denied possession of any such weapons and opium. The accused was inhumanely tortured by the AR personnel, it said.

Moreover, the grave concern is upon the custodial death of the accused. While the accused was under police custody, he was curtailed from 'Right to Life' by depriving him from basic health care facilities. This clearly shows callousness made by the police officers which led to the death of an accused.

When the MO, CHC Jairampur on 13 September 2014 referred the accused to Civil Hospital Margherita after diagnosing the critical health condition then why did not the OC/IO  take prior action with the Judicial Magistrate to save his life? The accused succumbed to his injuries on September 17. Under such critical health conditions after getting referred from Medical Officer, the judicial magistrate should have acted early to save the accused life by providing police escort. Hence, this clearly reflects inefficiency and bias of the system in Changlang district. This is a gross violation of Human Rights,’ the letter further added seeking compensation for the poor family members of the deceased and stringent action against the erring police officers.

The association also sought action against officers of 42 Assam Rifles for fabrication of facts and criminal conspiracy.

 

 

CM Sub-Veteran and Veteran badminton Championship’2014 gets underway

ITANAGAR, Nov 28:  Chief Minister’s Sub- Veteran and Veteran State Badminton Championship 2014 was declared open by the President, Arunachal Olympic Association (AOA) and Arunachal Pradesh Congress Committee (APCC), Padi Richo on November 27 amidst a large gathering at Raj Bhawan Badminton Hall, Itanagar.

President AOA and APCC, Padi Richo said that we need to turn the state into a sports hub in the country and establish sports schools in all the districts of Arunachal Pradesh.

Secretary Sports & Youth Affairs & IPR, Dani Sulu advised the players to imbibe spirit of sportsmanship.

The championship is sponsored by Chief Minister and being organized by Arunachal State Badminton Association (ASBA) where 100 sub-veteran and veteran players from all over the state, including 15 females, will vie for the top honours in the 100 games of the championship slated to be played at Itanagar from November 27 to 30. The players are grouped in four age categories – 35 plus to 40 yrs and 40 plus to 45 yrs as sub-veteran and 45 plus to 50 yrs and 50 plus as veterans. First round of 12 games, single and doubles for both male and female in sub-veteran categories were played in the evening.

“It is for the first time that a separate State Level Badminton Championship is being held in the state for sub-veterans and the veterans. The winners of this calendar event will represent Arunachal Pradesh at the national level,” informs Kalyan Dutta, Organising Secretary.

WORLD PEACE PAGODA, RIVER ISLAND, CHONGKHAM:

LATHAO INTERNATIONAL BANA MEDITATION CENTRE, LATHAO

Vipassana, which means to see things as they really are, is one of India's most ancient techniques of meditation and is practised here. The centre, surrounded by lush forest and sitting atop the Lal Pahad (red hill) provides an atmosphere of solitude ideal for meditation. It can also lay claim to one of the tallest statues of Buddha in the area.

EMPONG MONASTERY, EMPONG: Empong monastery is considered by the local people as 'Ti Met' (holy place) as it is believed that the statue installed in there has special powers. The story goes that long time ago an innocent villager sometimes used the statue of Lord Buddha as guard to keep an eye on the rice grains drying in the sun and drive the birds away. It was noticed that whenever this was done, no birds came near to feed on the rice grains and the rick stock remained intact. A visitor to the village noticed this, considered it to be the miraculous workings of the statue, brought it back and installed it in the Empong monastery. Believers visit the place to have their wishes fulfilled and hundreds flock here during the Sangken Festival every year.

The sleepy village of Empong under Chongkham circle has another draw to it. It is believed that childless couples come here to the monastery to pray for their wishes and have had it fulfilled.

MONASTERY,PHANENG: It is believed that in the monastery here is kept a religious book (LEK) that bleeds when its pages are turned. The story goes that a great devotee wrote the book putting his heart and soul into writing it and so the book was personified and blood drips from its pages when turned. Now the book is never opened in order not to cause it pain. People come here to offer cloth covers (OM LEK) for the book and to pray for their wishes to be fulfilled offering flowers, lighted candles and incense.

Other places that can be accessed from the Namsai district but located in the nearby Lohit district are:

PARSHURAM KUND: Parshuram kund is situated in the lower reaches to the River Lohit. It is a religious place visited by people from all over the country during the Makar Shankranti day for a holy dip. Common belief of the people is that a dip on the day in the kund washes away one's sins. As recorded in the Kalika Purana that it was here the sage Parasuram washed away his sin of matricide. Religious people, saints come to this kund on Makarsakranti which falls on the 14th January every year.

GLOW LAKE: Glow Lake is located in Wakro circle of Lohit district. It is a beautiful spot with background of snow clad mountains and rich flora and fauna in and around the lake. It covers an area of about 8 Square kilometers at a height of about 5000 ft. above sea level. The nearest road point is near Twam village on Chongkham-Wakro road from where one has to start trekking for the lake. Owing to absence of proper road, it becomes an adventure trips to the lake.

The villages with a backdrop of hills in the distance, the rivers and its banks, the tea gardens, the vast green fields, the monasteries etc are all sights to behold and the hospitality of the local people and their festival etc have to be experienced to be truly  appreciated.

 

 

Success story of a farmer

Onyok Pertin

Takit Miyu is a well known progressive farmer (horticulturist) of Gobuk village. Takit, son of Late Ansing Miyu and Late Tikem Miyu, by dint of hard work, perseverance and amply supported by then Deputy Commissioner L Borang and present District Horticulture Officer (DHO) L Ering has attained the status of a successful horticulturist.

Takit gave up his school education after he was orphaned at a young age. He then entered into active politics and involved in several organizations before he became a Panchayat member of the village. He did some petty contract works in various government departments to earn livelihood.

Having realized that contract work would not help him earn livelihood anymore for his entire family as there was no assured income in such type of works.

He, finally, decided to take up horticulture as means of livelihood. He started cultivation of Orange, Kiwi and Cardamom. Step by step he extended his plantation area and introduced cultivation of Large Cardamom in his field in 2011-12 ably supported by then DC and DHO.

His first year income from Large Cardamom this year was around Rs. 5 Lakhs.

He has four well maintained gardens- two cardamom and one each of orange and kiwi. His annual income from the four gardens is expected to reach upto Rs.15,00,000.

Miyu is now self sufficient and self reliant.

He says: “More and more farmers would take up horticulture in a big way if the state government provides loans to the interested farmers and allocate some fund to the district authority for providing fencing materials and seedlings.”

The unemployed youths should draw inspiration from Takit Miyu and his success story should be an eye opener for them to adopt farming as a means of livelihood. [The contributor of the story is DIPRO, Yingkiong]

 

 

Workshop on ornamental fish breeding

Arunachal rich with 90 ornamental fish species

PASIGHAT, Nov 28: A day-long awareness workshop on promotion of ornamental fish production was held at the office of District Fishery Development Office here yesterday. It was organized by National Skills Foundation of India (NSFI) and sponsored by Maritime Products Export Development Authority (MPEDA) under the Union Ministry of Commerce & Industry.

Attending the workshop as resource person, Dr. Kento Kadu, Assistant Professor of Zoology department, Jawaharlal Nehru College, Pasighat gave a power point presentation on ornamental fish that are found in the state. There are 90 different species of ornamental fish available in various rivers and rivulets of the district with distinctive colours, informed Dr. Kadu. If nurtured and promoted in proper ways the ornamental fish will surely have huge demand in the market, he said.

MPEDA Guwahati zonal office Assistant, Director V V Raju briefed about various financial assistance for ornamental fish breeding and marketing under the MPEDA schemes. Under the scheme one may avail the maximum financial assistance of Rs.75000 for Grade I Unit, Rs. 2 lakh for Grade II and Rs. 7.5 lakh for Grade III unit, informed Raju. However, he clarified that all financial assistance will be provided only after proper verification and start of the unit.

DFDO M. Kadu also spoke at length about the importance of taking up ornamental fish breeding and rearing as vital source of income for farmers and unemployed educated youths of the district.

Litu Kumar Bora Assistant Manager NSFI said that NSFI has already signed a MoU with the government of Arunachal Pradesh and will carry forward skills development for the farmers and youths to make them self-sufficient.

When enquired by this correspondent whether the genuine beneficiaries will be awarded the assistance unlike in the previous cases where some beneficiaries had drawn the money without actually digging the fish ponds and sheds, DFDO Kadu said that no compromises will be made under him and the same was rued by Assistant Director MPEDA V V Raju.

In an earlier case, there was some instances of farmers drawing the money under the state scheme without digging the fish ponds, and ridiculously found showing the photographs of other farmers’ existing ponds, which wouldn't have occurred without the nexus between bogus beneficiaries and corrupt officers.

In the workshop many farmers from various parts of the district and some college going students attended to gain the first hand knowledge on rearing of ornamental fishes.

 

 

Job Mela for West and Upper Siang

AALO, Nov 28: The Job Mela for West and Upper Siang got underway at Gumin Kiin amid fanfare today. Twelve Vocational Service Providers from different parts of the country are participating in the Mela to select competent unemployed youth from the two districts to train them in different trades.

Speaking on the occasion, the West Siang ADC Tamik Talom exhorted the youth to take advantage of the Mela to choose trades of their interests to be self employed. The past instances of coming back after selection, is a negative trend and loss to state exchequer as Govt. is pumping huge amount of money for such welfare venture. We should look out for self dependence avenues as Govt cannot provide jobs to all unemployed youth of the state, he said.

Spelling out the aims and objects of the meeting, Gomar Angu, DDI and Member Secretary of Mela disclosed that the event is being organized to accelerate job opportunities to school dropouts and unemployed youths in different trades.

Govt has signed MOU with 35 VTPS for rendering services to locate one lakh youths under the 12th Five Year Plan.

Marme Kato Loya, DDI Upper Siang also urged the youths to complete the training in their chosen fields seriously to spread their works in our own state.

The twelve VTPs representing various companies from different parts of the country also spoke in detail about their trades and professions. (DIPRO)

 

 

Prog on large cardamom Production technology

ITANAGAR, Nov 28: Spices Board, Itanagar has conducted a “Growers training programme on large cardamom Production technology” in collaboration with All Arunachal Pradesh Entrepreneurship Development Association (AAPEDA) in Karoi village, Sagalee Sub-Division, Papum Pare on Nov 27.  

In the technical session, Dr T. N. Deka , Scientist  C, Spices Board, Itanagar described in detail about the criteria for suitable site selection for establishing large cardamom plantation, planting material selection and it’s multiplication, plantation and pollination management, plant protection measures  to be adopted, harvesting and post harvest technology of large cardamom.

This was informed by Kara Tali, Information & Publicity Secretary, AAPEDA.

Describing the developmental activities of Spices Board of India for Arunachal Pradesh, Senior Field Officer, Jugal Das requested the interested farmers to start their cultivation in a scientific way. The pre-requisite for availing the developmental schemes of Spices Board was also discussed with the participants. Later on, large cardamom newly established fields in Karoi village were visited and scientific management practices were demonstrated.

Kara Korial, Chairperson, Gram Panchayat, Lebia Anchal Samiti expressed her gratitude to Spices Board, Itanagar for organizing the training and requested to conduct more such training in future.

The participants took part actively and discussed about large cardamom production technology.

Taw Aniya defeated her opponent Boni Yapu 21-8, 21-10 in the semifinal today while Yane Kamsar beat Lina Kakki 21-16, 21-14 in the second semifinal. Kamsar defeated Tarak Yajum 21-12, 21 17 in the first round yesterday.

Polytechnic Namsai hostel blocks inaugurated

ITANAGAR, Nov 28: Boys and Girls hostel blocks of Govt. Polytechnic College Namsai were inaugurated by Takam Pario, Minister PHE & WS and Tapang Taloh, Minister Education respectively yesterday.

These two hostel blocks were sanctioned by Govt. in the year 2011 under Directorate of Higher and Technical Education, Govt. of Arunachal Pradesh as one of the components of the Project.

The RCC double storied boy’s hostel block has intake capacity of 90 students and the RCC double storied girl’s hostel block has intake capacity of 50 students. Both the hostel blocks were executed by PHE & WS Division Namsai along with other infrastructures of the sanctioned project.

Joram Begi, Retired Director Higher & Technical Education attending the inaugural function interacted with first batch students of the College. He exhorted that students must imbibe self discipline to excel in study and life.

He was highly impressed by the quality of all works of the project executed by PHE & WS Division Namsai, executing agency of the project and expressed his appreciation to the engineers involved in successful completion of the project which has enabled the Higher and Technical Education Department to accommodate the students from Roing Polytechnic College in the Namsai Polytechnic College to start their first batch of academic session on time.
